Depending on the regulatory authority of the importing country, the certification of origin for a product can be made through the application of a Certificate of Origin (CO) with the authorized authority in the exporting and importing country.
Exporters and importers must check the certification arrangements required in the various schemes of preference and free trade arrangements and make the appropriate mode of origin certification for their exports and imports. CATEGORY OF CERTIFICATES OF ORIGIN Certificates of Origin can be broadly classified into types, namely Ordinary Certificates of Origin and a Preferential Certificates of Origin. 1.Ordinary Certificate of Origin: An Ordinary Certificate of Origin is a document that can be used to satisfy buyers that the products exported are wholly obtained, produced or manufactured in Thailand. 2.Preferential Certificate of Origin: A Preferential Certificate of Origin is a document that can help improve the competitive edge of exports by enabling buyers to claim preferential tariff treatment when importing the products under one of the Schemes of Preferences or Free Trade Agreements. The Preferential CO is categorized as listed below: Certificate of Origin Form A: The Certificate of Origin Form A is issued for the goods eligible for import preferential tariff under GSP schemes granted by various countries /country groups e.g. EU, Switzerland, Japan, Canada, Norway, etc. (2)Certificate of Origin Form FTA : The Certificate of Origin Form FTA is issued for the goods eligible for import preferential tariff under FTA schemes. In the meantime, Thailand has already implemented 7 FTAs, namely ASEAN FTA, ASEAN-China FTA (ACFTA), Thailand-Australia FTA (TAFTA), Thailand - New Zealand Closer Economic Partnership Agreement (TNZCEPA), Thailand-India FTA, Thailand-Japan Economic Partnership Agreement (JTEPA) and ASEAN-Japan Economic Partnership Agreement (AJCEPA). However, the goods eligible for import preferential tariff under TNZCEPA is required only the declaration of origin specified on the invoice or any other document issued in respect of the good. In addition, some FTAs have given name of the Certificate of Origin Forms as below: - Certificate of Origin Form D: The Certificate of Origin Form D is issued for the goods eligible for import preferential tariff under CEPT scheme for the ASEAN countries. -Certificate of Origin Form E: The Certificate of Origin Form E is issued for the goods eligible for import preferential tariff under ASEAN-China FTA. -Certificate of Origin Form AJ: The Certificate of Origin Form AJ is issued for the goods eligible for import preferential tariff under ASEAN-Japan CEP. Certificate of Origin Form GSTP: The Certificate of Origin Form GSTP is issued for the goods eligible for import preferential tariff when exported to 40 developing countries e.g. Algeria, Argentina, Bangladesh, Bolivia, Brazil, Cameroon, Chile, Cuba, etc. (4)Certificate of Origin Form AISP: The Certificate of Origin Form AISP is issued for the goods eligible for import preferential tariff under ASEAN Integration System of Preferences granted to CLMV (Cambodia, Laos PDR, Myanmar and Vietnam) by Thailand. APPLICATION FOR THE CERTIFICATE OF ORIGIN Thai Customs is not the government agency authorized to issue the Certificate of Origin. Those who want to apply for an ordinary CO may contact the following agencies authorized to issue CO: Department of Foreign Trade, Ministry of Commerce; Thai Chamber of Commerce; and Federation of Thai Industry. On the other hand, the Department of Foreign Trade, Ministry of Commerce is the government agency authorized to issue the Preferential CO.
