On 3rd January 2013, Ministry of Industry and Trade (MOIT) has implemented Circular No. 01/2013/TT-BCT to amend and supplement Circular No. 06/2011/TT-BCT on granting procedures for the Preferential Certificate of Origin.
According to the Circular, applicant for Preferential Certificate of Origin is Viet Nam Enterprises, including manufacturers, exporters, legitimate representatives of manufacturers/exporters (amending Item 3, Article 3 of Circular No. 06/2011/TT-BCT).

For the circumstances of export in bonded customs warehouse, beside documents requested in item 1 to item 8, Article 9 of Circular 06/2011, application documents for C/O granting have been amended, particularly, applicant must submit following additional documents: (1) Goods warehouse receipt, declaration certified on its arrival by Customs check points and warehouse docket; (2) Contract or written agreement between Vietnamese enterprises and foreign partners on goods keeping in customs bonded warehouse (supplementing item 9, Article 9 of Circular No. 06/2011).
